政府工程岗位职责

政府审批工程师 Responsibility:

• Carrying out the approval procedures financially and timely with relevant engineering knowledges through the entire project phases (from project registration up to final property certificate) according to Chinese regulations and codes;

• Employee works closely with 3rd party service suppliers, e.g. design institutes at CPDP design, engineering contractors at construction phases, consultants companies for EIA, PAR, ESA, LS/OH report preparation;

• Employees is also involved in supervising activities of 3rd party service suppliers accordingly and acts as interface management and cooperates with internal services, clients and other departments;

• Employee should understand and work on the project management, the project execution procedures, and work together within the project core team as interface management between ** and 3rd party service suppliers and local authorities to convey and negotiate in the best interest and benefits of the company;

• Scheduling and management of the project work flow;

• Cost estimation, updating and overall management regarding the entire project phases;

• Organization and management of related meetings regarding the project demands;

• Control and review of regular project progresses with all parties involved;

• Coordination and management of 3rd party contractors for supporting with construction companies;

• Coordination with authorities regarding cooperative relationship

• Work with diverse internal interfaces to make sure project acceptance;

• Support and assist ESHQ Manager for daily management works of MATCH production.

• Back up environment manager for local authority issues;

• Identify applicable laws and regulations to the company and communicate internally to related parties;

• Follow up updates of laws and regulations and communicate internally;

• Provide training to related colleagues for legal requirement

Requirement:

• Projects related regulation and laws both Chinese national and local, as well as technical directives and following updates accordingly; technical knowledge and eva luation capability regarding the up to date information, esp. Environmental assessment and monitoring, safety assessment and monitoring as well as Firefighting design principles, OH/LS related topics

• Environmental process or Safety Engineering or Chemical engineering

• Relevant operational safety and process safety

• Engineering and engineering procedures in general

• Authority procedures, follow-up capability of project related scheduling, management and cost control

• Project management, project process control and supplier management

• Dependencies between technical aspects, scheduling and financial impacts regarding defining strategies of authority procedures;

• Interdisciplinary and intercultural skills of communicating and cooperation with teams with engineers, procurement and commercial experts;

• Act as owners engineer on best interests of **;

• Self-driven responsible and capability of work under pressure;

• Fluent and professional English in written and spoken 做过化工项目或环保要求项目的政府审批工作。
